Sten-Kristian Saluveer is a strategist and policy advisor working across digital resilience, AI governance, and defence-aligned innovation. He is a Non-Resident Fellow at the International Centre for Defence and Security (ICDS) and an Advisor to the Tallinn Digital Summit — Estonia's premier digital policy forum, hosted by the Prime Minister in partnership with the Ministry of Justice and Digital Affairs, the Ministry of Foreign Affairs, and the Ministry of Economy and Communications. He previously served as TDS Director (2024–2026).

Saluveer has over a decade of direct engagement with EU institutions, including DG Connect, EU Commissioners, and contributions to the Klossa Report on European media futures. He co-edited the Estonian Digital State Action Plan 2035 and has co-authored multiple national strategy documents for Estonia. He serves on the Advisory Board of Future Media Hubs, an executive network advancing digital innovation and AI readiness across the continent's digital sectors. He is also Curator of Cannes Next at the Marché du Film - Festival de Cannes, and leads MAIEFP, an executive-level AI leadership course at the NFSD in Copenhagen.
 

A member of the Estonian Defence League (Kaitseliit) Saluveer brings a practitioner's understanding of societal and tactical resilience to his policy work. He is a PhD candidate at the University of Tokyo and a forthcoming Head of Growth at a leading Baltic telecommunications company.|
