Kirsten Rulf

Kirsten Rulf is a Partner and Associate Director at BCG. She advises governments and companies at the intersection of technology, regulation, and policy strategy. Prior to joining BCG, she led the digital policy division at the German Federal Chancellery. She also served as a digital advisor to former Chancellor Angela Merkel, shaping national and EU-level tech strategies. Her work focuses on embedding digital innovation into public governance and enabling sovereign tech ecosystems.
